我国教育投入对经济增长的实证分析
摘要:随着科学技术的迅猛发展和知识经济时代的来临我国提出了“科教兴国”的战略。加大教育投入,提高国民素质,使我国能够在日趋激烈的国际竞争中立于不败之地成为人们的共识。我国在《中华人民共国教育法》中规定教育投入要不断增加,并在《中国教育改革和发展纲要》中明确提出2000年国家财政性教育经费投入要达到GDP的4%,但实际上教育投入连续多年一直没有达到这一规定,而且与世界其他国家相比不管是发达国家还是发展中国家都存在着不小的差距。这篇文章利用菲德模型,通过对1997-2006年的数据进行比较分析,度量教育投入对经济增长的的总效应和溢出效应。结果表明,教育已经对经济增长做出了巨大的贡献,以及教育投入具有较高的收入和强烈的外溢作用。

Abstract: With the rapid development of science and technology and ing era of knowledge economy, the strategy of “revitalizing the nation through science and education” has been proposed by our country. It has been mon idea that more funds should be put into education, and the national quality should be enhanced in order to remain solid in the increasingly drastic petition day by day. The Education Law of the Pepel Republic of China requires that more investment should be made in education. And according to the Outline of the Reform and Development of Edcation in China,the financial investment in Education should be as much as 4% of the GDP of the year 2000, but the investment in education has actually never reached this goal in the past few years. Our investment in education is much lower than many other developed and developing counrties. By using Feder-model, this paper invetigates the total effects and overflowing effects of the education input to the economic growth in China during 1997~2006. The results indicate that education has made a great contribution to econimic growth, and the education input has high revenues and strong overflowing effects.
