摘要
随着知识产权在国家科技进步和经济社会发展中的战略地位的日益提高,世
界各国也高度重视知识产权的作用,纷纷将知识产权纳入国家战略,并将其作为
提升自己国家核心竞争力的关键因素之一。在我国,党和国家高度重视知识产权
战略,并在党的十七大报告和国务院政府工作报告中明确提出“要实施知识产权
战略”,2008 年 6 月国务院正式制定并实施了《国家知识产权战略纲要》。黑龙江
省高等院校专利权战略实施是国家知识产权战略的一部分,也是国家知识产权战
略的具体贯彻和落实。
本文首先对专利权战略相关理论进行了概述,界定了专利权及专利权战略的
概念,明确了专利权战略的体系,简要阐述了专利权战略的功能,分析了高等院
校专利权战略的特点,揭示了高等院校专利权战略的发展趋势;在此基础上,理
论联系实际,通过对比分析其他省市高等院校的专利权战略实施的现状,结合黑
龙江省高等院校专利权战略实施的现状,提出黑龙江省高等院校专利权战略实施
实施存在的问题;然后利用大量的数据,运用 DEA 模型从投入和产出的角度,
对黑龙江省专利权战略实施效果评价,从定量角度分析了黑龙江省高等院校专利
权战略实施存在的问题;最后针对存在的问题及评价分析的结果,从黑龙江省政
府及省专利管理部门和省高等院校管理部门及高等院校等层面提出针对性的对策
建议。

Abstract
With the position of the intellectual property rights rising in strategy on the
progress of the national scientific and technological and development of economy and
social, all the countries in the world also attaches great importance to the role of
intellectual property, and bring it into national strategies to enhance petence of
their own country .In China, the government pay lots of attention to intellectual property
strategy, and in the party's 17th report and the government work report of the State
Council "to execution intellectual property strategy" had been put forward formally. In
