OUR STATE-OWNED ENTERPRISES’ PROFESSIONAL
MANAGER SYSTEM
ABSTRACT
The state-owned enterprise is the pillar supporting the national economy,
thus the reform of state-owned enterprise has always been the key link of
China’s economic restructuring. During the 20-year-history of reform, such
elements of state-owned enterprises’ manufacturing as land, raw material, and
capital have fundamentally been allocated in terms of market-orientation.
However, the allocation of the operators, playing as the most important
manufacturing element in the market economy, doesn’t make much progress
along the road of reform of state-owned enterprises. Logically, the operators
without a sense of market-orientation and occupational spirit are unable to find
broad market and outlets for the state-owned enterprises. The modern
enterprise system calls for professional and market-oriented mind in charge of
the state-owned enterprise. Learning form relevant theories of modern
enterprise management and the externally essful lessons from the
managers, we will establish pleted system, guaranteed by the
institutions, systematically coordinated, as well as concrete and pragmatic,
which is oriented towards China’s professional managers in the state-owned
enterprises in the fields of training, authentication, employing, examination,
motivation and restriction. Therefore, all of these are bound to facilitate the
smooth and healthy development of the system concerning Chinese
professional managers so as to foster the establishment and perfection of the
modern enterprise system, to promote the sustained and rapid development of
the state-owned enterprises as well as to further improve the level of the
national economy as a whole.
