【内容摘要】:经过二十余年的改革开放,我国现阶段已经建立了比较健全的社会主义市场经济体系。随着这一体系的建立,旧的“中心人”政府行为模式被打破,新的“社会人”政府行为模式并没有相对应建立起来,反而在现实工作中显现出“经济人”政府行为模式的迹象。近年来,这一问题在农村集体土地征收过程中表现逐渐突出,一些勇于创新的地方政府在中央的支持下,开始探索新的改革之道。本文藉此以广东省、安徽芜湖两地改革为引子,从农村集体土地流转制度改革的视角,探讨我国政府在社会主义市场经济条件下正确定位自身目标和功能,摆脱因部分“经济人”官员的行为带来的“经济人政府”的假象,确立与之相适应的“社会人”政府行为模式。这对于解决改革发展中遇到的瓶颈问题,建设“社会主义新农村”,建设“和谐社会”,全面建设“小康社会”等大有裨益。

Abstract
Through more than 20 years of reform and opening-up policy, China has already pletive system of socialist market economy currently. Along with the establishment of this system, old government behavior pattern of “central man" has been broken, but the new government behavior pattern of "social man" has not been built up. Instead, government behavior pattern of "economic man" has appeared in actual works. In recent years, this problem has e more and more serious in expropriation of rural collective land. Some innovative local governments under the support of the central government start exploring new reform way. This article takes innovations of Guangdong Province and Wuhu of Anhui Province as two portals. From the innovative angle of rural collective land conversion, we discuss the proper goals and functions of our government under the condition of socialist market economy. In order to get rid of the feint of "economic government" by the reason of some “economic man" of officials, government behavior pattern of "social man" should be established. It will make contributions to the solution of these bottleneck problems in the reform development, to the overall construction of socialism new village, harmonious society and well-off society.

一、引言
经济基础决定上层建筑,上层建筑又反作用于经济基础。经过数十年的转轨改革,我国已经达到并超过了市场经济的门槛要求,初步建立起了社会主义市场经济体制,这是一个客观事实。这也历史性地要求建立与之相适应的政府行为模式,并推动社会主义市场经济的发展。从某种意义上说,社会主义市场经济脱胎于“计划经济”和“市场经济”,是二者兼容并蓄的产物,从计划经济对市场调节的否定,到社会主义市场经济对
