摘要
中央商务区(CBD, Central Business District 的简称) 理论起源于 20
世纪 20 年代的美国。由于 CBD 最大限度地集中了人流、物流、资金流
和信息流,是物质和能量高强度汇聚和高速度交换的场所,是城市土地
利用高度集约的地区,是城市繁荣的标志。继 90 年代上海和北京两座
城市率先进行 CBD 建设以来,包括嘉兴在内的国内许多大中城市纷纷
在城市总体规划中提出建设 CBD 的计划,希望藉此带动整个城市的经
济发展,提高城市的综合竞争力。
本文通过对国内外 CBD 建设的理论和建设实践的分析归纳,基于
对理论的深入思考,重点剖析了 CBD 建设的动态发展规律和政府的作
用,结合嘉兴市东南新城的发展现状和发展趋势,分析了嘉兴市东南新
城 CBD 开发的可行性,结合公共管理、经济学的有关理论,提出了嘉
兴市东南新城 CBD 开发的具体对策。

THE RESEARCH ON THE
BULIDING&DEVELOPMENTAL STRATEGIES
OF NEW CBD IN SOUTH-EAST JIAXING
ABSTRACT
The CBD Theory originates from the United States in the 20th century,
which stands for Central Business District。For CBD gathers a stream of people,
goods,capital and information and it is also a place where the substance and
energy are highly concentrated and rapidly exchanged,a district of highly
intensive land-use, CBU es the symbol of a city’s flourish. Since Beijing
and Shanghai led to built CBD in 1990s, many large-scale or mid-scale cities
including Jiaxing have put forword the plan of building their own CBDs in the
general program for their cities, so as to promote the city’s economic
development and inhance the city’petition strength.
This text is based on the analysis and summarizing the related theories of
CBD construction and development at home and abroad,with the deeply
theoretical thinking, emphasis on analyzing the CBD’s mechanism force and
government function, combining construction production with developmental
strategy in South-eastern District of Jiaxing,analysis the feasible about it , in
terms of related theories on public administer and economics , then proposes
specifically the development strategies.
