我国医疗器械产业技术创新和医疗器械企业困境

摘要
21 世纪是知识经济时代,科学技术水平的高低对于经济的发展起着越来越重要的作用,要想在激烈的市场经济中取得比较有利的竞争地位,我们的企业必须大力进行技术创新,打造自己的核心竞争力,尤其是在医疗器械产业这样一个高科技行业,而知识产权战略的运用,将直接影响到一个企业的综合竞争能力,专利战略是知识产权战略的主要组成部分。
技术创新是专利战略的基础,离开了技术创新的专利战略是无根的浮萍,是没有生命力的,不可能诞生具有核心竞争力的专利技术,同样,专利战略的成功运用,反过来又能大大促进企业的技术创新活动,企业的专利战略和技术创新是由很多相对应的环节构成的一个完整体系,进而形成一个产业创新的价值链。随着世界技术创新竞争的日趋激烈,很多大型企业纷纷开始对于专利战略的运用与实施进行研究。
相应的,我国的医疗器械企业发展滞后,长时间低成本!低技术!低附加值!劳动密集型的发展状态,直到上个世纪90年代以来,才建立起较为完善的科研开发!工业生产和质量管理体系。随着中国加入WTO,在与国外医疗企业进行的竞争中,暴露出中国企业存在如下四大问题:缺乏自主创新的能力和成果;技术方面很大程度地依赖国外的核心技术;市场竞争能力还很低;企业管理水平不足,这些问题严重地制约了企业的发展,但是其核心问题就是自主技术创新能力薄弱。

ABSTRACT
Knowledge is dominating in 21st century. Science andtechnology are more important for economy of the world. Enterprisesshould be more creative and seek their petitive strength, if pete with peers. The industry of medical appliance ishigh-tech, so there should be more strategy of intellectual property petitiveness is affected by intellectual propertyrights. And stratagem of patent is ponent of stratagem of intellectualproperty rights.
Creation of technology is basic for patent strategy, and it isnecessary. It is benefit for creating more important patents. Meantime,patentstrategy is useful for innovation of technology. There is a system,which posed by stratagem of patent and creation of technology. So,there is a value chain of innovation. More and more enterprises study thepractice of patent strategy.
Lackinginthe independent in novation a bility and the achievement,depending on foreign core technology;low petitive ability;insufficient businessmanagement level,these problems restrict the development of enterprises seriously,but the core question is that independent technological innovation ability is weak.
