摘要
山洪灾害是水灾的一种表现形式,因是连续性高强度大暴雨所致,故称雨洪灾害,又因发生在山丘区,故又称之为山洪灾害。山洪灾害常给人类社会经济系统带来危害,但并不是所有的山洪都造成灾害,譬如发生在荒芜人烟的高山地区,无论规模多大,由于没有承灾体,并不形成灾害。因此许多发达国家为了避免山洪造成灾害把人及其他承灾体从山区沟道中迁移出来,即使如此也仍然无法完全避免山洪灾害的发生。在我国由于山区面积比重大,人口多因此山洪造成的灾害损失往往十分严重,无疑给我国山区国民经济的持续发展造成严重影响。
基于3G的山洪灾害监测预警系统是山洪灾害防治工作的重要组成部分,其目的是在于通过相关信息系统技术手段,达到对山洪灾害进行实时监测、并及时发布预警的功能,其主要内容包括雨水情监测、信息汇集与预警平台、预警等子系统建设等。主要针对防御降雨在山丘区引发的山洪、滑坡和泥石流灾害的监测预警和群测群防等非工程措施建设,最大限度地减少人员伤亡和财产损失。

Abstract
Mountain floods disaster is a form of flood expression, as a result of continuous high-intensity rainstorms, it is called rain and flood disasters as well, compounded in hilly, it is also known as mountain floods disasters. Flood disasters often harm human social and economic system, but not all of the mountain floods cause disasters, such as occurred in uninhabited mountainous areas, no matter how big it is, for there is no hazard-affected body, it does not form a disaster. So many developed countries move people and other disaster bodies from the mountain channel in order to avoid mountain floods , even so, it still can pletely avoid the occurrence of flood disasters. For the large proportion of the mountainous area and great numbers of people in our country, the loss coursed by flash flood is much lager and seriously affected sustained the economic development of mountain areas.
3G based mountain flood monitor and early warning system is an important part of floods prevention, the aim is that by means of information system technology to achieve real-time monitoring of flood disasters, and timely dissemination of early warning function, which mainly include Yu Shuiqing monitoring, Information collection and early warning platform, construction of early warning, and other subsystems.
