摘要:地方政府是一个国家政治制度的重要组成部分,与国民生活息息相关。公共服务指的是提供有形或无形的公共物品。由于公共物品具有消费的非竞争性和非排他性以及不可分割性,而民族地区地方公共服务指的是提供的在民族地区的层次上被消费者共同地且平等地消费的物品。地方政府提供地方性公共服务是因为地方政府更了解本地居民的偏好,因而所提供公共服务的质和量更符合本地居民的需要,更具有针对性和高效性。本文首先从公共服务的概念及研究意义入手,接着阐述了民族地区基层政府公共服务供给现状,进而分析出影响供给能力的各种因素,从而最终得出了加强民族地区公共服务供给的对策。

【Abstract】:Local government is an important part of political institution. It is closely linked with people's everyday life. Public service means providing tangible and intangible goods for the public. As public service is non-rivalness, non-excludability, and non-divisibility, the ethnic areas of local public services refer to the region in the national level and by consumers equal to mon consumer items. Local governments to provide local public services is because local governments better understand the preferences of local residents, thus providing public services by the quality and quantity of more in line with the needs of local residents, and a more targeted and efficient. In this paper, from the concept of public service and research significance start, and then on the basic unit governments in the supply of public services the status, then analyzes the influence supplies ability each kind of factor, thus obtained finally strengthened the multi-national area collective services supplies the countermeasure.

中国作为一个社会主义统一的多民族国家,有56个民族,少数民族有1亿多人口,分布在全国各地,民族自治地方占国土面积的64%,,民族地区人民对基本公共服务的需求也越来越大,:“健全政府职责体系,全面正确地履行政府职能,努力建设服务型政府。在加强和改善经济调节、市场监管的同时,要更加注重社会管理和公共服务,维护社会公正和社会秩序,促进基本公共服务均等化。”地方政府,尤其是民族地区基层政府,是国家政治体系的基本组织元素,在公共产品和服务的供给以及国家法律政策的执行和地方经济社会发展中扮演着极其重要的角色.
民族地区基层政府公共服务供给内涵及研究意义
(一).基本概念
“民族地区基层政府”是一个相对概念,是相对非民族地区、非少数民族而言,在我国有其特殊的意义,指在人口较少、民族生活和居住的地域环境中,中央政府为治理国家一部分地域或部分地域某些社会事务而依法设置的政府单位。
“公共服务”是指主要由公共部门提供的一定地区内满足每个社会成员需要的公共产品和服务。根据内容和形式,公
