摘要:本文首次使用 DEA(数据包络分析)中的 Malmquist 生产力指数分析方法对我国民用机场的运
营效率进行了分析。选取了九个样本机场和相应的输入、输出指标,通过对这些机场 1995~2005 年期间输
出、输入指标关系的分析,发现目前我国民用机场业务量增长主要依赖设施规模的扩大,机场规模效率和
技术因素在业务量增长过程中所发挥作用并未发生明显变化;并且随着机场设施规模的迅速扩大,生产和
管理技术进步指数出现了下降趋势,导致机场整体运营效率下降,并未随着业务量增长而同步增长。另外
还发现我国机场运营效率和运营规模之间并不存在正相关性。

Analysis on Operating Efficiency of China Civil Airports
Based on Malmquist TFP Index

Abstract: The paper firstly analyses the operating efficiency of china civil airports by using Malmquist TFP
index of DEA. By choosing nine sample airports, setting input and output indices and analyzing of correlation
between input and output indices, the fact that china civil airports’ operation increment is heavily dependent on the
enlargement of airports’ infrastructure, and scale and technology efficiency factor remaining unchanged during the
process is discovered. With the rapid expandment of airports’ infrastructure, management and technology
efficiency decrease gradually, leading to the reducing of airport’s operational efficiency, contrary to the increase
trend of airports’ operation. Besides that, the fact of positive correlation between airports’ efficiency and scale isn’t
discovered.

一. 前言
随着经济的增长,近年来我国民航运输业也获得了快速发展,2005 年,我国已经成为
仅次于美国的世界第二大航空运输市场。1995~2005 年 10 年间,我国民用机场完成的旅客
吞吐量、货邮吞吐量和起降架次分别从 9998 万人次、197 万吨和 102 万架次增长到 28435
万人次、633 万吨和 306 万架次,分别增长了、和倍,年均增长率分别达到 %、
%和 %,约为同期世界民航机场业业务量平均增速的 2~3 倍,这期间我国民用机场
完成业务量指标增长情况如下图 1 所示。
同时也应该看到,这一时期也是我国民用机场投资和机场设施规模增长较为迅速的时
期。按可比价格计算,10 年间的机场投资额约为 1978~1995 年期间投资总额的倍。在
