农村最低生活保障制度研究
——以宝鸡市为例

摘要
近年来,特别是国务院决定进行完善农村社会保障体系试点以来,宝鸡市农村居民最低生活保障工作有了明显进展,保障制度框架体系不断完善,管理和运行机制进一步健全,保障金申请审批和管理发放程序初步实现了规范化,绝大多数符合保障条件的城市困难居民纳入了保障范围,维护了农村困难居民的基本生活权益,促进了改革、发展和社会稳定。本文通过研究、分析、归纳、总结,力求为科学有效地规范农村低保工作、最大限度地发挥政府的职能,以维护社会稳定、促进产业结构调整,深化国有企业改革做出有益积极的探索。
但是,农村居民最低生活保障制度还存在着一些需要引起重视的问题。为了更好地落实党中央、国务院的要求,进一步加强农村低保工作,本文从探寻农村居民最低生活保障制度的产生及运行效果入手,分析其面临的挑战及问题。同时根据最低生活保障制度相关理论,介绍了宝鸡市农村贫困状况及原因分析,然后分析了宝鸡市农村最低生活保障制度存在的问题及原因,最后提出了相应的对策,这是本文的重点,包括:建立农村最低生活保障资金筹措长效机制;科学确定保障对象和保障标准;完善宝鸡市农村最低生活保障的政策建议。

Abstract
In recent years, especially when the State Council decides that perfect the pilot project of society security system in Baoji,there is obvious progress on the business of the minimum life security in our city. The frame system is continuously perfect, the management mechanism and the motion mechanism have further sound and the application order and the providing order of security allowance realize standardization for the first most poor residents who matches to the security term are included in the scope. It have defended the basic living rights of the poor residents in rural area. It also have promoted the reformation, development and society stability. This text trying hard to make the minimum life security business conform to the standard effectly and scientificly, and fully elaborate the government function to safeguard the stability, promote the industrial structure adjustmentand deepen national enterprise reform.
But, the minimum life in resident in rural security the system still exsits some problems that should be taken seriously. In order to carry out the direction of the mittee and the State Council, promote the business of minimum life security system,this text proceeds from the creation and circulate effect of minimum life security system to analyze its challenge and put forward the problems. According to the theories of the minimum life security system ,the text introduces poor cond
