摘要
过去的近十年中,我国高等教育事业快速发展,已进入大众化阶段,高
等教育由过去较单一的普通高等教育发展到现在的全日制普通高等教育、远
程教育、高等教育自学考试等多种形式并存的高等教育局面。办学主体也由
单一的国家办学变为由公办、民办、公办民助等多种办学主体组成。由于高
等教育大众化的这些特点,高等教育的质量越来越受到人们的关注。如何评
价我国高等教育大众化的教育质量,就成为摆在教育主管部门和教育工作者
面前的一个重要课题。我国以往的教育评价,是在精英化教育阶段形成的面
向普通高校的评价模式,已难以满足高等教育大众化下教育评价的要求,尤
其是缺少对多种教育形式的统一评价标准。
本文将计量学应用于教育学领域,利用文献法、比较法、推理法,提出
了教育计量这个全新的概念,论述了教育计量与教育测量和教育评价的关
系。同时,应用计量学知识,按照计量学理论框架,运用演绎法、数理统计
法等定性、定量研究方法,构造了针对我国高等教育大众化阶段本科生的教
育计量体系。
该体系由指标体系、计量基准、计量标准和计量手段四要素构成。指标
体系中包含三级指标,全面反映了目前对我国高等教育本科生的基本要求。
各项指标权重由层次分析法求得。计量基准的制定,本文提出了抽样试验统
计法和群体决策法两种方法。量值传递则借助统一教学大纲、计量软件开发
应用等实现。
教育计量体系可以在国家教育主管部门、教育评价中介、办学机构中得
到广泛应用。

Abstract
During the past ten years, the higher education in China has been growing
rapidly into mass higher education, changing the single education form of
Regular Institutions of Higher Education for multiple forms including long-
distance education and self-study examination, etc. Meanwhile schooling entities
are not only public universities, but also private universities, etc. Thus, there is a
increasing concern about higher education quality. How to evaluate the quality of
mass higher education in China is a crucial issue for the education administrators
and the educators. The educational evaluation that formed under elite higher
education can not meet the expectations of the evaluation for mass higher
education now, especially lacks basic cri
