摘要
在全军大力加强信息化建设的背景下,我军基层部队数字化营区建设已初具
规模,各部队都建立或配备了相应的业务系统来提高管理水平。但是,目前基层
部队还普遍存在没有统一信息门户、应用系统不能有效集成和没有统一身份认证
系统等问题。这种落后的现状,已成为制约基层部队从机械化向信息化转变的“绊
脚石”。基于部队数字化营区建设现状、特点及需求,结合多年的部队工作实践
和近两年的调查研究,提出了开发数字化营区门户系统这个课题。完成了基层部
队数字化营区门户系统分析与设计,解决了统一身份认证和应用系统集成等关键
问题,改变了部队营区内信息管理基本依靠手工、人工方式的落后现状,为促进
我军基层部队特别是野战部队营区信息化建设具有一定意义。
本课题来源于部队建设实际需要,目的是建立数字化营区统一信息门户,实
现统一身份认证和“单点登录”。首先,结合部队实际,对数字化营区门户进行
了系统分析和设计;其次,在对基于 Web Service 的 SOA 架构和营区身份认证系
统进行分析与研究的基础上,提出了在营区局域网内建立数字化营区信息服务中
心(DBISC)代替注册中心(UDDI)功能的统一身份认证解决方案和实现方法;
再次,对 DBISC 在应用系统集成和统一身份认证中的应用进行了模型分析和功能
实现,描述了统一身份认证在数字化营区门户系统中的应用方式和效果,并进行
了系统测试;最后,对本课题的创新点和主要工作进行了总结和展望。
本系统在部队营区局域网环境下能有效组织和管理部队的营区信息,实现训
练、管理、工作等信息的一体化管理和权限内共享,具有较好的实用性和先进性。
本系统在某部已部分投入使用,还在不断完善中。为基层部队营区信息化建设和
“无纸化”管理工作带来了效益,对促进基层部队信息化管理和调控水平的整体
提升具有现实意义和应用价值。

ABSTRACT
Under the background of vigorously strengthening the infomationization
construction in the entire armed force, grass-roots army troops’ digital barracks
construction has begun to take shape. All units are built or equipped with the
appropriate business systems to improve the management level. However, grass-roots
force is still not unified information portal and identity authentication system widely.
Accordingly, application systems cannot be effectively integrated. All phenomena
above still lie in the grass-roots army troops. This backward status quo has e the
“stumbling block” which stops gr
