内容摘要
随着市场经济的不断发展,各城市间的经济交流也越来越密切。城市间不同的发展模式,导致不同城市的发展水平参差不齐。资源型城市越来越无法依靠资源而实现长久的发展。因此资源型城市,寻找一条适合本地经济发展转型的新模式,成为了各资源城市的解决问题的迫切任务。本文针对资源型城市的转型,深入的思考资源型城市如何在新经济模式下顺利转型。并结合案例分析当地经济发展所遇到的问题,通过理论的合理分析运用,提出建议,好让城市在经济发展的大潮中,顺利的转型经济。

Abstract
With the continuous development of market economy, the city economic exchanges between the increasingly close. Different models of development between the city, resulting in uneven development level in different city. The resource type city are increasingly unable to rely on the resources and achieve long-term development. Therefore the resource type city, looking for a new model for the transformation of local economic development, has e the urgent task to solve the problem of the resource of the city. This transformation according to the resource type city, how to think deeply of resource-based city transformation smoothly in the new economic mode. Combined with case analysis encountered by the local economic development problems, through the reasonable analysis theory, put forward suggestions, so that the city in the trend of economic development, economic transition smoothly.

一、观点的提出
随着经济的不断发展,国内学者根据自己研究的地区情况,提出了不同的发展思路与方法。其中有转变经济模式,发展第三产业的思路,也有通过经济结构调整,集中引进高科技产业,建立以高科技产业为中心的衍生配套行业等多种思想。
而我结合各种发展模式,取其利弊,结合自己所学,提出了有别于其它关于经济发展的新的发展模式。这种经济发展模式包括三个阶段。
第一阶段,即优先并广泛的进行基础性设施建设。基础性设施包括由铁路、公路、水路组成的交通网和城镇内部相应配套的生活、贸易设施。
第二阶段,即在城市充分满足第一条件后,大力发展职业教育,职业教育包括基础性的实践教育和对行业技术深入研究的培养。
第三阶段,则是依靠第一、第二阶段的实现为基础。当该地区已经具备了便利的基础设施与高素质技术人才时,作为政府,应多注重有选择性的引进项目和产业在地理位置上的最优安排。同时也应加强与其它城市
