伦敦金融城的金融集聚与战略发展研究*
——兼议对上海国际金融中心建设的启示

摘要: 本文选取英国伦敦金融城进行案例分析,通过翔实有效的数据和事实,验视伦敦金融城发挥金融集
聚效应,推动国际金融中心发展的历程,进而从构建金融软实力的战略视角出发,对上海建设国际金融中心的
发展态势进行综合评判,并提出若干政策建议。

Abstract: The article conducts a case study on city of London. It introduces abundant useful data and facts, ex-
amines the process during which the city of London exerted financial convergence effects and promoted the develop-
ment of international financial center, and further maKes prehensive judgment on the developing situation of
Shanghai international financial center construction from the strategic perspective of soft financial capability con-
struction. Finally, several policy mendations are put forward.

一、引言
所谓国际金融中心,指的是国际金融活动发生的
中心地;它既是各国金融机构高度集中的地方,也是
国际金融资本的来源地和落脚点(Gilpin,1977;DicK-
en,1986;Roberts,1994)。 Mainelli(2006)进一步指出,
国际金融中心具有 8 种共性:(1) 拥有完备的金融机
构和高度发达的市场体系;(2) 日均金融产品交易额
巨大;(3) 国际金融中心所在国的货币是具有国际清
算、国际借贷和国际储备等功能的国际货币;(4)执行
灵活而富有弹性的金融货币政策,外国银行和金融机
构能够及时便利进入国内市场;(5) 具备完善的法律
监管制度和严格的执法能力;(6)高端、充足的金融人
才资源;(7) 拥有良好的通讯设施和发达的配套服务
业;(8)长期的政府公信力与国际承诺。
金融是现代经济的命脉,金融中心更是国际金融
体系的核心。新的世界政治舞台的角逐,将在很大程
度上取决于金
