客运专线车站的运营管理
摘要
“十一五规划”提出大力发展我国的交通基础设施建设和完善综合交通运输体系,客运专线作为我国交通基础设施建设的重要项目,具有十分重要的意义。客运专线车站的运营管理不同于既有车站,应体现出新理念和新思维,新的车站管理模式必将在整个铁路运输发展中占有重要地位。
论文首先分析我国现行铁路车站的运营管理模式,分析既有站存在的问题,通过认真研究国外铁路车站运营管理的相关资料,得到一定启示,并运用公共产品、基础设施和资产相关理论分析车站、线路和运营的关系。
其次,通过对客运专线管理体制和整体营销战略的研究,得出其对车站管理及服务的要求。结合前面的分析,总结了影响客运专线车站运营管理模式的主要因素,同时运用PEST和SWOT分析法对客运专线车站进行战略分析,得出SWOT矩阵。
再次,结合客运专线车站的分类对客运专线车站的功能进行定位。根据车站功能分析车站的业务组织和流程,再由业务范围划定车站的资产范围,进而分析影响客运专线车站资产划分的因素。重点分析了资产共有车站的资产划分,针对不同类型的资产共有车站分别给出三个或三个以上的备选划分方案,并按其资产划分对几种可能的管理模式进行比较分析。
最后,在全面分析比较的基础上,得出客运专线不同类型车站的运营管理模式。此外,对客运专线车站的客票销售策略、客票业务归属、商业经营策略进行研究分析,同时对车站运营管理的其他策略如绿色经营、特许经营也作了一定分析。

Abstract
When the Eleventh Five-Year Plan for our country definitely proposes vigorously develops traffic infrastructure construction and perfects integrated transportation system, the High Speed Passenger Line is significant as an important project of traffic infrastructure construction. The operation management of the railway station of the High Speed Passenger Line which is not the same as existing station should embody new concept and new thinking, and the mode will certainly have an important position in the development of the railway transportation.
Firstly, the paper analyzes the operation and management mode of railway stations in our country and the existing problem of that. After doing some research of relative materials abroad, some conclusions can be made. The connection among station, line and operation can be analyzed through correlation theory of public goods, infrastructure and capital.
Secondly, the paper can conclude the demands of the station management and service by studying relative materials of management system and integrated marketing strategy. With the analyses above, the paper can get the matrix of SWOT by summarizing the main factors that affect the operation and management mode of the High Speed Passenger Line Station and doing strategic analysis by the analytical methods of PEST and
