摘要
随着金融次贷危机的渐渐远去,全球经济逐步渡过金融危机的恐慌而进入后危机时代。但是受传统行业产能过剩和新兴行业尚未形成规模投资影响,投资需求自主增长动力不足。国际市场需求短期内显著上升的难度很大,因此贸易保护主义呈现上升的趋势。反倾销、反补贴等非关税壁垒增加的同时,针对我国的技术性贸易措施也在迅速增加。本文阐明了技术性贸易壁垒的定义、特征及表现形式,正确客观的分析了技术性贸易壁垒(Technical Barriers to Trade,简称TBT)对我国出口贸易的影响,阐述了目前我国产品出口遭受技术性贸易壁垒的现状,并分析了存在的问题。在此基础上文中重点分析了后危机时代我国应如何应对技术性贸易壁垒,并给出在政府、行业协会、企业、国际标准及法规几个层面的若干对策和建议。旨在增强我国产品出口的整体竞争力,降低技术性贸易壁垒对我国产品出口贸易的不利影响,进一步发展和扩大产品出口,并推动我国各产业朝着可持续性的绿色高能产业方向发展。

Title The Study on Strategies of Technical Trade Barriers in Post Financial Crisis Era
Abstract
As the financial sub-prime crisis goes away, global economic is gradually through the panic financial crisis after crisis into Post Financial Crisis Era. But the traditional industry excess capacity and emerging industry investment has not been formed scale, and the investment demand independent growth impact underpowered. The demand of international market in the short term is very difficult to rise significantly, therefore trade protectionism showed a rising trend. non-tariff barriers in our country increase, such as, anti-dumping, anti-subsidy. At the same time, the measure of technical trade also increases rapidly. This paper illustrates the definition, features and forms of technical barriers to trade, objective analysis the technical barriers to trade on the influence of China's export trade, expounds the status that our country product export suffer technical barriers to trade, and analyzes the existing problems. Based on the analysis of this paper, its selective analysis that how to deal with technical barriers to trade in China in Post Financial Crisis Era, and give several levels of countermeasures and Suggestions for government, industry associations, enterprises, international standards and regulations. It Designed to enhance our petitiveness of exports, reducing technical barriers to trade on the export of our products adversely effect, developing and expanding the industry export
