摘要
技术贸易壁垒体系包括技术标准与法规、合格评定程序、包装和标签要求、产品检疫检验制度、信息技术壁垒、绿色壁垒等内容,它具有广泛性、系统性、合法性、双重性、隐蔽性和灵活性、争议性等特点。技术性贸易壁垒是国际贸易中新兴的一类贸易限制性措施。
我国加入WTO后,可以充分利用WTO的相关规定突破技术壁垒。通过WTO的透明度原则,提前获知其他成员国的技术壁垒最新动向,利用《TBT协议》给予发展中国家的特殊的优惠待遇,用好用足“例外条款”,保护我国民族工业。根据协议中发达国家应在法规、标准、认证和检验制度上给予发展中国家援助的规定,从发达国家获得一些经济发展必要的技术、质量、管理、认证、检验等方面的信息及指导,促进我及管理水平的提高。

ABSTRACT
Technical barriers to trade system including technical standards and regulations, conformity assessment procedures, packaging and labeling requirements, product inspection and quarantine, technical barriers, information system of green barrier, it has extensive etc, systematic, legality, duality, concealment and flexibility, and controversial, etc. Technical barriers to trade in international trade is a new trade restrictive measures.
After China's entry into WTO, can make full use of WTO regulations breach the technical bulwark. The principle of transparency, by WTO members informed in advance of technical barriers, using the latest trends of TBT agreement to developing countries, with special preferential treatment with foot "exceptions", to protect our national industry.
