摘要
随着全球经济高速的发展,循环经济和可持续发展已经成为当今世界经济发展的主流战略,人们对生态生活的品质要求越来越高,绿色消费在全球掀起一股热浪,在国际贸易中,发达国家以保护环境和人类健康为名的绿色贸易壁垒应运而生,作为发展中国家的一员,绿色贸易壁垒对我国产业发展影响重大。我们要正确的理解绿色贸易壁垒的内涵、特征及其产生的基础,准确分析绿色贸易壁垒对我国产业发展的影响以及我国产业发展的现状,找出我国产业发展在面对绿色贸易壁垒时具体对策与措施。

ABSTRACT
With the rapid development of the global economy, circular economy and sustainable development have e the mainstream of world economic development strategy, people on the ecological quality of life e increasingly demanding, the green consumer in the world set off a heat wave, in international trade, development countries to protect the environment and human health in the name of the green trade barriers came into being, as a developing county, the green barriers on the significant impact of industrial development. We should correctly understand the meaning of the green trade barriers, characteristics and have the foundation of an accurate analysis of the green barriers on the impact of China’s industrial development and the status of our industry to find the green in the face of our industry specific measures when trade barriers and measures.

1前言
随着国际经济一体化的发展,循环经济和可持续发展已经成为经济发展战略主流的当今世界,国际贸易总体上也朝着绿色贸易的方向发展,传统的关税壁垒日益削减,绿色贸易壁垒以其鲜明的时代特征成为国际贸易发展的主要关卡。西方发达国家为保护本国市场,借环保之名行贸易保护之实,筑起绿色贸易壁垒, 成为我国产业发展中产品出口的主要障碍,受绿色壁垒限制的产品几乎涵盖了我国出口的所有产品。因此面对绿色贸易壁垒,我国政府和企业应该采取怎样的应对措施,具有深刻的现实意义和理论意义。
