农业产业化进程中的农产品质量安全与政府职能研究
摘要
为了加强农产品质量安全监管,解决农产品质量安全管理中所面临的市场失灵和政府失灵问题,本文以公共管理学、公共经济学、制度经济学理论为指导,运用对比分析、定性分析、典型调查为主的实证分析等方法,对我国政府在农产品质量安全管理中的职能定位问题进行了深入的研究。
本文首先从经济学角度对政府加强农产品质量安全管理的必要性和可行性进行了理论分析,同时论述了政府加强农产品质量安全管理是有效的,但应避免政府失灵,还通过典型调查,对我国农产品质量安全管理的现状进行实证分析,总结了我国农产品质量安全管理中存在的主要问题。
本文最后总结并阐述了我国政府在农产品质量安全管理中的职能定位,并提出我国政府加强农产品质量安全管理应采取的政策措施:理顺农产品质量安全管理体制:加快农产品质量安全保障体系建设:强化农产品质量安全监管。

The search of government functions and agro-food safety in the process of agricultural industrialization
Abstract
In order to strengthen supervision and administration of agro-food safety ,and to solve the Problems of market failure and government failure facing with the administration of agro-food safety, this dissertation, applying the theories of public administration, public economics and institutional economies and the analytical methods parative analysis, qualitative analysis and typical sample investigation, makes an in-depth research on the positioning of Chinese government functions in the administration of food safety.
Firstly this dissertation from the angle of economies makes theoretical analyses of the necessity and feasibility of government’s strengthening of the administration of agro-food safety. It also demonstrates that the government’s strengthening of the administration of food safety is effective if with avoidance of government failure. After that, this dissertation, through sample investigation, expounds he status quo of the administration of food safety in China and summary the major problems the China is facing in the administration of food safety.
Finally, this dissertation concludes the expounds the Positioning of Chinese government functions in the administration of food safety and puts forward Policy suggestions the Chinese government may take in the efforts of improving the administration of food safety, namely, to streamline the syst
