摘要
我国是一个自然灾害、公共卫生事件、事故灾难等突发公共事件发生较多的国家,每年约有二十万人因此死亡,直接经济损失达三千亿元人民币,各种间接损失更是无法估量。同时,我国目前正进入经济社会发展的关键阶段,既是关键发展期,同时又是矛盾凸显期,人民内部矛盾出现一些值得重视的新问题,如果处置失当,有可能会激化矛盾,加剧了突发群体性事件的发生。面对频繁发生的突发公共事件,单纯的技术性手段显得乏力、无效,而思想政治教育作为影响人们意识领域的主要活动,在突发公共事件的应对中有着独特的优势。因此,分析突发公共事件和思想政治教育的内在联系,研究新的形势下思想政治教育在应对突发公共事件中的功能,探寻思想政治教育在应对突发公共事件中的对策及其有效实现路径,有着重大的现实意义。

On the effective ideological and political education in public emergency intervention
Abstract
Today's society is a high-risk society. Respond to various crises, and safeguarding social stability is the consensus of the governments of the world. China's current economic and social transformation is at a critical period, on the one hand, the public events of all kinds of unexpected high incidence of serious impact on our normal production and life; On the other hand, since China is in a critical transition period, we should be more sudden public attention to the social harm caused and unstable factors in order to ensure economic and social transition smoothly. Faced with frequent sudden public events, purely technical means appear weak and invalid. However, the ideological and political education in the public emergency response has a unique advantage. Therefore, we should strengthen and improve the sudden public incidents of ideological and political education for the effective prevention, real-time control and to minimize the hazards of sudden public events to promote China's economic and prehensive, coordinated and sustainable development.
