摘要
自20世纪90年代以来,我国的小城镇进入了快速发展时期,小城镇发展日趋
市场化、区域化,呈现出动态性和模糊性的过程。由于影响小城镇发展的不确定
因素大大增加,传统小城镇规划的静态模式已经很难适应新时期小城镇动态发展
的需要,增加小城镇规划的动态针对性成为小城镇规划改革的发展方向。由此,
论文结合重庆地区小城镇规划研究提出了关于规划控制与引导方法的初步设想,
希望实现广义的规划控制与引导与具体的小城镇规划设计在实践上的结合,从综
合发展的角度提出的规划思路。
论文主体分为5个部分:
第一章绪论主要介绍论文研究背景,提出论文所要阐述的问题,从基本理论、
方法、论文研究目的、意义、内容和框架这六个方面介绍了论文的研究体系。
第二章关于重庆市小城镇规划发展的阐述,通过说明该区域小城镇发展的特
征和存在的规划问题,从而引入规划控制与引导的机制。
第三章是介绍了小城镇规划控制与引导的概念和特点,并从社会、经济和规
划等方面对其内容体系进行了论述。
第四章是结合重庆地区小城镇规划对控制与引导内容的比较系统的阐述。
第五章是运用小城镇规划控制与引导的理论和方法对重庆市两个典型小城镇
进行的更为具体的分析研究。
结语部分是对论文研究内容的总结,并提出了一些相关的建议。

ABSTRACT
Since the 90's of 20 centuries, the small town in our country have entered the fast
development period, the development of the small town gradually turns to the market
and region, and presents a dynamic and faintness process. Because the
indetermination factor that influence the small town’s development increase consumedly,
the static mode of the traditional planning of small town have been very difficult to
adapt to the dynamic demand of small town in the new period, so increasing the
dynamic planning process of small town have e the direction of the small town
planning reformation. Thereout, we put forward the imagination of the small town, and
combine the generalized control and guidance with the small town planning design in
practice.
The body of the poses with five chapters.
Firstly, introduces the background and the questions to be studied, some
conception and the framwork of the thesis etc.
Chapter 2 is concerning on the development of the small town in Chongqing,
through introducing the characteristic of the small town development and the planning
problems, and lead into the planning mechanism of control and guidance of small
towns.
Chapter 3 introduces the theories study on the planning method of control and
guidance of small towns.
Chapter 4 introduces the main contents of the plan
