进行了总结并深入研究了其产生的根源和最终的社会意义在此基础上针对中
国现实社会背景提出中国城市规划改革中应树立的社会思想
根据规划中社会思想发展的阶段性特点可将近现代西方城市规划的发展历史划
分为三个阶段经历了从理性的综合规划模式到多元规划模式再到合作性规划模
式的演变过程其中的主要社会思想有社会改良与人文关怀社会平等与社会公
正合作协调与利益均衡平民主义保护弱势群体规划师价值取向及社会职责
社会参与社会公平与公正等西方城市规划中社会思想的嬗变给予中国诸多启
示论文分析了中国转型社会基本背景研究了中国城市规划现状提出了在建构
新型中国城市规划中应树立的社会思想

Abstract
Under the background of Chinese transition, the spirit of giving priority to efficiency
has affected not only the economic sphere but also the every side of whole corporate
social value, which has led social value to be misplaced. In the domain of Urban Planning,
the traditional physical planning induces “social benefits” in nothingness for a long time.
The abrupt appearance of social problem in reform period and the essence in urban
planning of protecting public advantage all press for transformation in urban planning.
After more than one hundred years western neoteric & modern urban planning has
changed from purely technical means exceeding values to adult public administration
function and public policy. Researching and summarizing the development trace of social
thoughts in western urban planning, and using their essful experiences for reference,
the base purpose of this paper is to discuss which social thoughts should be built up in
Chinese urban planning reform.
This paper which begins with wide social political and economical background has
summarized social thoughts of neoteric & modern western urban planning and has deeply
researched ferrous foundation stone and last social meaning. Upon that base, referring to
Chinese reality social background, the article brings it forward that social thoughts should
be set in Chinese city re
