摘要
改革开放以来,随着岳阳城市建设规模的扩大,新城区的建设获得政府财政
的大力支持,城市也因此中心转移。旧城区由于各种原因综合作用逐渐衰落,旧
城商业中心也因此衰落下来。但是旧城区商业街位于洞庭湖畔,临近岳阳楼景区,
将历史资源、人文资源、旅游资源与景观资源集合于一身;在城市历史文化、地
域特色日益受到重视的今天,这类资源是十分稀缺和珍贵的。商业中心的形态格
局、空间特征、环境质量以及反映出来的文化品格,都是人们评价一座城市最主
要的参照物。旧城区商业街作为最能体现历史风貌、社会生活、地域特色的旧城
组成部分,作为旧城更新的主要突破点,旧城商业街的改造工作自八十年代以来
一直在进行。
本文从岳阳的自然地理、历史文化、城市发展、经济发展四个因素分析旧城
商业街的发展与衰落的原因,以岳阳市旧城区商业街改造作为实例,探讨不同时
期改造中采用的设计思路、实际措施及取得的效果。分析改造理念、侧重点的转
变,对待旧城区商业街文化的态度由忽视到重视的转变。
岳阳的旧城区商业街改造存在的问题:1. 重视开发忽视修复与保护,对旧城
商业街文化品格的理解流于表面。商业街整体的建筑风格要不比较随意,要不商
业街过于迁就附近著名景区的建筑风格,缺少精心的城市设计。2. 重视城市景观,
忽视城市功能。改造的目标应该是整合城市的功能,建成适合城市各类人群的城
市生活空间,使用功能多样性的设计不足。3. 过于重视经济效益,改造投资不平
衡。对于地段升值潜力巨大的洞庭北路,政府与开发商联手,投入了巨额资金。
对于乾明寺街、观音阁街等位置较差的商业街投入则明显不足。最后对对旧城商
业街改造提出改造的设计对策。

Abstract
Since the reform and open policy, along with the Yueyang urban construction
scale expansion, the new city zone construction has obtained the government finance
the vigorously support, the center of the city also therefore shifts. The old city zone
declines because each kind of bined action, mercial center of the

beside the Dongting lake, approaches the Yueyang Tower scenic area, collecting the
