摘要
随着网络的迅猛发展,传统的舆论格局发生改变,特别是以微博、微信为代
表的社交媒体加剧了舆论格局的重构。高校网络舆论环境受社会思潮的影响和互
联网的冲击,价值观念冲突加剧,青年学生对现实社会矛盾的思考与讨论容易演
绎为网络舆情热点,社会负面情绪通过网络散布传播,极易影响大学生的价值观
念,造成高校师生的情绪波动。同时,随着高校规模的不断扩大,管理与服务的
任务加剧,食品卫生、校园安全、伤亡事故等诉求通过互联网表达与传播,个体
的情绪化焦虑、宣泄容易引发群体性情绪汇聚,形成强大的舆论压力。因此,研
究高校网络舆情管理,对于维护高校稳定,保障高校正常的教学、科研秩序,教
育培养高校大学生正确的世界观、人生观、价值观具有重要的意义。
该文共分为五部分,第一章主要介绍论文的研究背景、国内外研究现状、研
究意义、研究方法。第二章主要阐述了高校网络舆情的概念等相关理论,分析了
高校网络舆情的性质分类和传播机制。第三章采用问卷调查、访谈的方法,对高
校网络舆情管理现状进行了调查,提出了高校网络舆情管理存在的主要问题。第
四章提出了一套完善的高校网络舆情管理方案,包括网络思想政治教育的“先导”
工作、明确网络舆情管理的目标、建立健全高校网络舆情管理机制、建立突发性
事件预警处置机制、保障舆情管理机制的规范运行。第五章是对文章的总结和归
纳。
论文的创新之处体现在两方面,一是跨学科理论与实践的结合,作者运用传
播学、情报学、管理学等方面理论对高校网络舆情的性质特点、传播机制进行了
分析,结合实际调查情况,揭示了高校网络舆情管理存在的问题,实现了理论与
实践的结合;二是提出了完善的高校网络舆情管理机制,作者通过调查分析研究,
提出了一套完整的舆情管理机制,并结合高校思想政治教育工作与网络技术,提
出了“教育先导”与“技术保障”,具有极强的可操作性。

ABSTRACT
With the rapid development of , the traditional public opinion pattern has
changed. The social media, represented by the micro-blog and micro-channel, has
exacerbated the remodeling pattern of public opinion. Influenced by the ethos and
, the social value conflict is exacerbated. The young’s thoughts and
discussions about the social conflicts tend to evolve into hot topics on the Web. Social
negative emotions are spread by the , quite easily influencing the social values
of college students and causing mood swings of both teachers and students in
