随着市场经济的不断发展,金融领域的竞争日趋白热化,市场和客户的争夺
越演越烈,支付结算手段的方便、快捷是竞争取胜的重要武器之一。四川省农村
信用社结算渠道分散、资金使用效率低下,迫切需要畅通结算渠道。为此,四川
省农村信用社通过接入中国人民银行大额支付系统有效地解决结算渠道不畅通的
问题,增强农村信用社的市场竞争力。
本论文在理论分析的基础上,结合组织建设四川省农村信用社接入大额支付
系统项目的实施经验,采用综合与对比的方法对接入大额支付系统项目投资情况
进行了分析。针对项目实施时间紧,信息不完全的特点,总结得出了信息不完全
下项目管理的一般方法。本文共分四个部分:
第一部分是项目背景介绍和文献综述。结合本项目的实际情况,重点对在信
息不完全下的项目管理进行总结阐述。
第二部分是项目建设过程的介绍。项目建设共分三个阶段:第一个阶段是项
目立项与方案设计;第二个阶段进入项目的实施阶段,具体是系统软件开发和网
络建设;第三阶段是系统的正式运行阶段。
第三部分是项目投资和经济效益分析。从计划投资与实际投资两方面对项目
投资进行了分析,通过对比找出差异情况,着重分析了造成投资差异巨大的原因。
通过对项目成本收益分析,可以看到项目具有很好的经济效益,为农信社节约成
本,提升了农信社的经营水平,进而增强了农信社的核心竞争力。
第四部分对项目建设取得的成果进行了分析并对建设的经验进行总结,同时
还对系统运行中存在的问题作了分析,提出相应的建议。通过对本项目信息不完
全特点的分析,总结并提出管理方法,如小规模试错和瀑布跌代法进行不断完善。
通过对接入大额支付系统项目计划投资与实际投资差异的对比,深入探讨原
因,总结实际经验,从而对项目在信息不完全条件下的投资管理提供了一些新的
认识和建议供参考。

ABSTRACT
With the continuous development of market economy, petition in the
financial sector es more intense, competition for markets and customers e
more significant. An easy and fast means of payment and settlement is one of the
important weapons to win petitions. Currently, the clearing channels of
Sichuan Rural Credit Cooperatives () are scattered, the use of funds is
inefficient, and there is an urgent need for smooth settlement channels. Through
accessing to the large-value payment system of People's Bank of China, it will
effectively address the settle channels’ flow problems of rural credit cooperatives in
Sichuan Province, and enhance its petitiveness.
Based on the theoretical analysis, bined with the project implementation
