情景规划法在信息系统战略规划中的应用研究
摘要
人类社会进入二十一世纪以来,市场竞争日益加剧,信息技术迅猛发展,企业之间的
竞争模式和竞争手段也在随之发生着改变。企业开始越来越多地依靠信息化来提高自己的
竞争能力,而作为企业信息化核心内容的信息系统建设,则成为了众多企业所关注的焦点。
信息系统对于企业战略的实现发挥着举足轻重的作用,信息系统战略已经逐步上升为企业
战略的重要组成部分。随着企业中信息系统所涉及的范围不断增大,应用程序不断增多,
在信息系统开发前对其进行战略规划就变得尤为重要。
传统的信息系统战略规划方法经过二十多年的发展,已经不断趋于完善,但由于信息
技术的不断进步,企业发展速度加快,而传统的规划方法很难适应快速变化的环境,因而
在实践过程中也暴露出了一些弊端。如何弥补传统规划方法存在的不足之处,有效地对信
息系统进行战略规划就成为了当前理论界和企业界急需解决的问题。柔性规划思想的提出
为该问题的解决提供了一种思路,在此基础上,将情景规划法与传统的规划方法相结合对
信息系统进行战略规划则为该问题的解决提供了具体的方法。
本文首先从理论层面对企业战略与企业信息系统战略的关系进行了研究,找出了影响
企业信息系统战略的构成要素;然后,对传统的信息系统战略规划方法的特点、适用范围
等方面进行了比较研究,分析了各种规划方法以及其组合策略存在的不足之处,提出了柔
性信息系统战略规划的思想;最后,结合以上两方面的研究内容,将情景规划法应用于企
业信息系统战略规划中,提出了情景规划法在信息系统战略规划中应用的框架,为今后的
理论研究提供了一个总体的思路。

ABSTRACT
Since the human race have entered the twenty-first century, the petition
es intense increasingly, and the information technology (IT) develops rapidly, this leads to
the change of petitive patterns and methods among the enterprises. So the enterprises
begins to mainly depend on the informationization in order to strengthen their petitive
competence, furthermore, as the core content of the enterprise informationization is the
construction of the information system (IS) , therefore the IS has e the focal point which
the multitudinous enterprises pay attention to. The IS plays the pivotal role regarding to the
enterprise strategy realization, the information system strategy (ISS) has already gradually
e the important constituent of the enterprise strategy. As the scope that the IS involves
increases unceasingly in enterprises, and the application procedures increase swiftly, carrying on
the strategic planning before the IS development has e especially important.
Passing through more than twenty years development, the traditional information system
strategic plann
