摘要
2008 年 11 月,湖北省委、省政府作出重大战略决策,在着力建设“武汉城市圈”
两型社会建设的同时,运用后现代理念,激活鄂西丰富的生态、文化旅游资源优势,
破解交通、体制、机制等瓶颈障碍,协调组织建设“鄂西生态文化旅游圈”,使其成
为国内著名、国际知名的旅游目的地,以推进鄂西经济、社会的更好、更快发展。
这既是湖北从长远谋划区域统筹协调,创造性地贯彻、落实科学发展观的一项重大
战略,也是确保经济平稳、较快增长的一项重大举措。
湖北旅游离不开恩施,恩施旅游离不开利川。利川作为鄂西民族地区重要的旅
游资源型城市,调整产业结构、发展旅游业是作为旅游资源型城市的利川发展的重
要出路。利川的旅游发展对其自身的产业转型及城市经济增长的贡献无疑是巨大的,
同时对鄂西旅游圈的发展也有积极的意义。
运用 LAC 理念指导旅游发展,是实现旅游资源保护与利用的有效途径;而旅游
资源的开发与保护又是旅游发展成功与否的关键所在,它直接影响并制约着旅游的
可持续发展。相对于旅游发展到一定时期或高峰时期的旅游资源型城市,选择处于
旅游发展初期的利川市作为旅游发展模式的研究对象就更具前瞻性和指导性。因此,
本论文以湖北省利川市为例,进行旅游发展模式及对策的研究。
全文分为七章。前两章介绍旅游发展模式的相关概念及 LAC 理论和利川旅游发
展的研究情况;第三章阐释了 LAC 理念与利川旅游结合的意义,论述了 LAC 对利
川旅游发展指导的可行性;第四、五、六章是论文的主体部分,依次论述了 LAC 理
念下利川市旅游发展空间布局模式及对策,LAC 理念下利川市旅游发展的产品开发
模式及对策和 LAC 理念下利川市旅游发展的经营管理运作模式及对策;第七章为论
文结语,包括基本结论、主要创新和后续研究展望。
本论文希望通过对利川市旅游发展模式及对策的研究,探索一种适宜于快速发
展中的旅游资源型城市的旅游发展模式及策略,避免“边发展边破坏”的悲剧重演,
以期为利川市旅游产业的发展以及全国其他旅游资源型城市旅游的发展提供参考。

Abstract
In November, 2008, Hubei mittee and Government of had made the
significant strategic decision which was that they used the post-morden ideas to activate
the merits in the sound ecology and culture-oriented resources of the western part in Hubei
Province, e the bottlenecks obstacles of traffic, structure and mechanisms and so
on, and coordinate, organize and constructe “the ecological and cultural tourism circle of
West Hubei Province”, while concentrate its efforts on “Wuhan city circle” two-oriented
society construction, mading the west of Hubei Province to be a domestic famous and
world-renowned tourist destination, so that we could develop the west Hubei Province’s
economy and society more quickly and more better. It was not only a strategy that Hubei
Province schemed the regional co-ordination and createdly implemented scientific
development, but also an important act that made sure the stable and fast development of
economy.
