浅析网络舆论引导和规范的措施

摘要:随着网络技术的发展和网络用户人数的不断增长,网络舆论监督已发展成为一支重要的监督力量。但是,基于网络舆论具有自由、匿名的特点,网络舆论所关注的问题比较敏感,言词比较尖锐。一方面,高效率的网络舆论监督对社会发展起到良好的促进作用。另一方面,许多恶意的、毫无道德底线的舆论言辞也让很多组织和个人避之不及。本文阐述网络舆论引导和规范的现状,分析网络舆论引导和规范中存在的问题,提出完善网络舆论引导和监督的措施。

Analysis of work to guide and standardize the measures of public opinion

Abstract: With the development work technique work users increasing and ,public opinion work supervisory has developed into an important monitoring force. However, based on work free and anonymous characteristic, the public opinion work concerns of the more and more acute and sensitive hand , the efficient supervision of work is good for promote the social development ; On the other hand, many other vicious, no moral public opinion in words make anizations and individuals want to seek refuge. This paper expounds the present situations from work of public opinion guidance and standards and analyses the problems ,so puts forward some measures to perfect public opinion guidance and supervision.

一、网络舆论的含义和面临的基本问题
(一) 网络舆论的含义
网络舆论是指在互联网上传播的公众对某一热点所表现出来的有一定影响力的,带有倾向性的意见或言论 1。
