Abstract: Compulsory education is a kind of public goods with nonexcludability, petitive and great positive externalities. Seeking educational equity and guaranteeing monweal is the government’s basic responsibility. But there is a big gap about educational development between east, middle and west region, which embody on finical educational investment, education budget per student, plete pulsory education. In order to induce the educational regional gap, we must pay attention to equalization of the government’s basic public services.
