我国已经在建造师执业方面建立起一套比较完整的执业资格管理制度体系和对执业活动实施行政监督管理体制。现实中,我国注册建造师履行执业义务过程中仍然存在的一些问题需要进行研究予以妥善解决。
本文首先简要综述我国注册建造师制度建立实行的历史过程和注册建造师执业现实状况,进而界定注册建造师履行执业义务术语的科学内涵,在此基础上多角度深层次剖析选定的三方面问题(执业的成果质量问题、注册建造师的“挂靠”问题、项目经理执业中以权谋私问题)现象和存在原因,并有针对性地提出有理论和法律依据支撑、有可行性的一系列解决问题的对策建议,希冀能对注册建造师履行执业义务的自律机制和监管机制的完善实践有所裨益。
文中关于“注册建造师执业成果质量”、“注册建造师挂靠执业“等术语的定义,对三方面问题的产生原因分析,完善注册建造师执业成果质量的考评规制、积极推行跟班验查与巡查制度、修改现行罚则、成立一个注册建造师协会专属的执业督察部门等相应对策建议的提出等内容,都包含有本人的创新性思想观点。

Abstract
Our practice areas have been in the construction division established a plete management system of qualification and administrative supervision of the implementation of medical practice management system.
