警务辅助人员规范化管理研究
——以警务辅助人员的职责、权限为中心
中文摘要
目前,全国各地普遍建立了警辅队伍,以协助警察管理。警辅制度在
我国的产生和发展,具有其现实必要性。但现阶段,警辅人员的管理规
范化程度普遍不高,这主要源于警辅制度的立法欠缺,导致警辅人员的
法律地位不明确、职责权限无依据、保障标准不统一、队伍管理不规范,
严重制约了我国警辅制度发展。推动警辅制度的进一步规范化,必须完
善警辅的法律制度,特别应围绕明确警辅职责权限这一中心,明确规定
警辅人员可以独立从事、可以在警察带领与指导下从事、以及不得从事
的事务;并从完善法律法规、夯实财政供给、构建合理体制和创新用人
机制等方面采取措施保障发展定位的修正,以促进我国警辅的可持续发
展。

Abstract

At present ,widespread throughout the Police Auxiliary assist
the police in the traffic, and household administration, management.
Emergence and development of police auxiliary system in our country,It is the
new historical conditions, the inevitable requirement. But not high degree of
standardization management of auxiliary staff, But not high degree of
standardization management of auxiliary staff,result in the Police Auxiliary
officers do not have a clear legal status、、 no duties and powers、Logistics
support standards are not unified 、 Workforce management does not
regulate,Severely restricting police auxiliary system development.
Therefore,Clear police auxiliary terms,Clearly states that auxiliary staff can
independently exercise、Can lead the police and under the guidance of、May
not engage in transactions;Perfecting laws and regulations、Laying a solid
financial supply、Constructing system and innovative personnel mechanism in
taking measures to guarantee the development orientation of revision,
Promotion of sustainable development of Chinese police auxiliary.
