摘要
政府公共投资作为政府行使投资职能、引导社会投资方向的重要手段,国家
每年将有成千上万亿的资金投入,而如此巨额的投资过程必将面临大量的风险,
如何提前预知各类风险, [S1]为决策者提供预警信息,以减少政府投资损失,提
高投资效益是我国政府公共投资建设项目面临的一大难题,为此国内有不少学者
开始着手进行该领域的风险管理、风险预警等方面的理论研究与实践探索。正是
基于这种背景下,本文选择了政府公共投资建设项目风险预警机制为研究主题,
并作了初步探讨。
论文从风险管理和风险预警的历史沿革出发,指出了以往理论研究和实践探
索存在的不足,明确提出目前国内政府公共投资建设项目风险预警还处于起步阶
段。同时论文还对政府公共投资建设项目的相关概念作了辨析,对风险预警需要
涉及的主要风险识别、分析与评价等方法进行了比较与阐述,并根据政府公共投
资建设项目风险预警“少数据、贫信息”的特点选用了灰色关联度分析法进行风险
预警指标关联度分析。
针对政府公共投资建设项目风险在宏观和微观上预警重点的不同,论文提出
从两个层次建立风险预警机制,并初步建立了区域性政府公共投资建设风险预警
指标体系和单个政府公共投资建设项目风险预警指标体系。为便于理解,论文还
辅以实际案例进行论证,以此检验风险预警指标选择的可行性与现实操作性。
论文最后还对政府公共投资建设项目风险预警机制的结构和路线进行了初步
探讨,指出风险预警机制的实施,还需要建立政府风险预警管理机构、信息收集
处理部门、警情控制部门和信息统计分析网络系统的 3+1 组织模式。

ABSTRACT
Government project is an important means to exert function of investment and
there are billions of funds to be invested by country. However there are a lot of risks in
the process of investment and it is difficult to predict the various risks in advance to
provide the forewarning information for decision-makers and to reduce the government
losses. Therefore, some theory research and practical probes concerned on risk
management and risk forewarning are conducted. The paper focuses on the risk
forewarning mechanism in government project and makes the discussion.
Based on the historic evolution of risk management and risk forewarning, the paper
points out the deficiency of prevenient theory research and practical probe and that risk
forewarning mechanism in Chinese government project is still underway, analyzes the
conceptions of government project, make parative analysis on the methods of
risk identification and risk analysis and estimation and chooses the method of gray
conjunction analysis to analyze the index of risk forewarning according to the
characteristic of lacking data and information in risk forewarning of government
project.
