摘要
在现代经济中,现代服务业的兴旺发达程度已经成为衡量区域现代化、国际化和竞争力的重要标志之一,是区域经济新的、极具潜力的增长点。随着经济的迅速发展和产业结构的不断调整,我国在经济发展过程中所面临的人口、交通和环境的压力更加沉重,包括水、土地、能源等重要资源严重短缺的瓶颈影响愈发突出。加快我国现代服务业的发展,对落实科学发展观,建立节约型产业模式和效率型经济结构,提升我国服务业在国际市场上的应有位置,具有十分重要的意义。对地方政府在现代服务业发展中的职能定位研究十分必要。
通过研究借鉴国内外研究现状及动态的先进理论,从分析我国现代服务业现状入手,根据我国现代服务业发展趋势,全面总结了昆都仑区现代服务业发展现状,深刻分析了昆都仑区现代服务业发展的存在问题,从区位、资源、人文三个方面阐述了昆都仑区政府发展现代服务业的优势,提出了昆都仑区政府在现代服务业发展中的职能定位,提出了发展现代服务业应采取的对策:科学规划积极拓展发展空间,转变职能努力营造和谐创业环境,优化结构大力发展新兴服务业,政策引导全方位提升传统产业。

ABSTRACT
In the modern economy society, the development and prosperity of the modern service industry as a great potential growth of a region, has e an important indicator of the regional modernization, internationalization petitiveness. With the development of the economic society, especially the advent of the knowledge economy age, the fields of the service industry keep expanding, and new industry forms keep emerging. There have been great changes in service methods. New forms such as Information economy, virtual economy, creative economy, exhibition economy, and leisure economy keep emerging and growing quickly, creating huge economic value, and producing profound influence on the society.
Nevertheless, with the development of rapid economy and the continuous adjustment of industrial structure, there are more acute pressures in the process of China's economic development. The pressures include population, traffic and environment. Moreover, the other prominent problem of society is a serious shortage of water, land, energy and other important resources. Therefore, the development of modern service industry is a significant project to implement the scientific concept of development, establish conservation-oriented model of industrial structure, and enhance the service industry in the international market. At the same time, the developmen
