摘要

目前的国际高等教育在分类发展的格局下,采用不断适应社会需要的课程
和教学内容,培养高层次合格的毕业生,使之与工作领域相协调,与预期社会
需要相适应。而转型时期的中国高等教育,虽然理论上的分类研究尚无定论,
但在实践上却产生出一大批与市场紧密相连的应用型高等院校,从而使中国的
高等教育呈现新的格局并迈入大众化阶段。也因此造成了中国的高等教育在发
展思想上形成传统精英教育与现代大众教育的冲撞,在发展战略上形成新建院
校面临是与老牌大学保持亦步亦趋、还是另僻蹊径寻找适应自身发展道路的选
择。本文即以蚌埠学院为实证,通过对战略管理理论的总结,形成对战略管理
五个要点的认识、即内外环境、组织结构和边界、竞争能力、资源基础以及战
略创新,并运用SWOT技术和组织边界与组织结构理论、竞争理论、资源理论和
战略创新理论,对蚌埠学院的发展战略进行研究。从而提出蚌埠学院总体发展
战略应是WO战略,即利用外部机会、克服内部劣势的战略;在组织战略上采取
矩阵制的组织结构和多样化办学结构、并对组织边界进行了测算;竞争战略上
则采取与同类院校构建战略联盟及与各层次院校广泛的联合战略;多渠道多形
式的资源利用战略和以建立起基于能力评价的应用型本科毕业生质量评价体系
为创新点的发展战略。

Research on the Strategic Development of Bengbu College

Abstract

Presently, the various divisions of higher education all cross the world are adopting the
high standards of excellent curriculum and teaching materials to satisfy the high
expectance of society to train well-qualified graduates and prepare them for their
corresponding roles of work in the real world. In China, although the research strategy
remains an open question, it has sprouted up large numbers of application-oriented
colleges and universities which are developing in strong relations with society. As a result,
higher education in China has e more easily accessible and is subsequently seen as a
fundamental route for the new generation of students. Furthermore, it breaks the
traditional view of elitist education whereby only a small fraction of students are granted
the privilege of enrolling in higher education. Consequently, new colleges and universities
are forced to make the difficult decision between following the trail of the other
institutions, and making its own path to find solutions better suited for them.

In this paper, we shall use the strategic management theory with Bengbu College as an
example, to analyse five main points of: internal and external environment, organizational
structure and boundaries, competiti
