地方政府公债问题探讨

摘要:地方政府公债是一个与中央政府公债相对应的概念。地方政府公债是指地方政府在经常性财政收支不足的情况下,为满足地方经济与社会公益事业发展的需要,按照有关法律规定向社会发行的一种债券。它筹集的资金一般用于交通、教育、医院、公园和污水处理系统等地方性公共设施的建设。我国对于地方政府举债持相当审慎的态度,《中华人民共和国预算法》第28 条明文规定:“地方各级预算按照量入为出,收支平衡的原则编制,不列赤字。除法律和国务院另有规定的除外,地方政府不得发行地方债券”。但是目前学术界关于地方政府公债是否应该发行存在着争议,大部分认为地方政府公债的发行是必要且可行的,但也有少数认为不具备此基础和条件。本文主要对地方政府公债发行的必要性及可行性、发行原则及其限定性和措施等主要问题进行探讨。

Abstract: The local government bond is a bond that corresponds to the concept of the central government. Local government bonds is the local government recurrent revenue and expenditure in the absence of sufficient, to meet local economic and social development needs of public welfare, in accordance with relevant legal provisions of a bond issue to munity. Its general funds raised for transportation, education, hospitals, parks and sewage treatment systems, the construction of local public facilities. Borrowing for local governments in China have considerable caution, "The People's Republic of China Budget Law" Article 28 stipulates: "living within our means in accordance with local budget, the principle of balance of piled not contain deficit.
