随着我国加入 WTO 和国内经济的快速增长,建筑市场环境发生了剧烈变化,
施工企业的竞争日趋激烈,企业的平均盈利能力逐渐下滑。面临严峻的市场形势,
建筑施工企业在实行成本领先战略占领市场的同时,一定要修炼自身,强化项目
成本管控,提高项目整体管理水平,才能有实力做到优质优价,才能在激烈的市
场竞争中稳步前进。
中国建筑第八工程局有限公司是隶属于世界 500 强企业中国建筑股份有限
公司的国有大型骨干施工企业。三十年的发展已形成了自己的成本管理体系,但
是以笔者的亲身经历来分析,其在成本管理体系、成本管理认识、成本测算、成
本控制、项目信息化管理方面仍存在不少问题。本文以笔者熟悉的中建八局为研
究对象,对施工企业在成本管理中存在的普遍问题提出了改进方案,希望对给施
工企业成本管理一些借鉴和帮助。
本文共分五章。第一章为绪论,介绍了选题意义、目的及国内外研究现状。
第二章对中建八局的成本管理现状及存在问题进行分析,指出其在成本管理体
系、成本管理认识、成本测算及成本控制方面存在问题。第三章带通过查阅大量
文献,弄清了项目管理及项目成本管理的理论及方法。第四章用理论指导实践,
对照中建八局项目成本管理存在的问题,提出中建八局应在项目部成本管理组
织、教育培训、全面成本管理、加快信息化建设方面进行改进。第五章为结论和
展望。

ABSTRACT
With China's accession to the WTO and the rapid growth of the domestic
economy, the construction market environment has undergone dramatic changes,
panies have e petitive, enterprises, the
average profitability of gradual decline. Facing tough market conditions, construction
enterprises in the implementation of cost leadership strategy to capture the market at
the same time, we must practice itself, strengthen the project cost control and improve
overall project management level, in order to have the strength to petitive
prices, to the petition in the market in steady progress.
China Construction Eighth Engineering Division Co., Ltd. is part of the world
top 500 enterprises of large state-owned China Construction Co. Three decades of
development has formed its own cost management system, but the author's personal
experience to analyze its cost management system, cost management knowledge, cost
estimation, cost control, project information management, there are still many
problems. In this paper, the author familiar built in eight innings as the research object,
the construction enterprises in the cost mon problems presented
improvement program, we want to give some reference cost management of
construction enterprises.
