西咸新区基础设施项目融资模式研究

摘要
随着西咸咸新区的确立,为了使西咸咸新区的快速高效发展,必须努努力力完善其公
路、铁路、地铁交通网等基础设施。然而,基础设施的投资十分巨大,传统的以
政府财政和和银行贷款为主的融资模式已远远不能满足西咸咸新区基础设施的建设需
求,而自改革开放以来来,我国创造大量的社会财富的同时集聚了大量的民间资本本,
因而民间资本本成为了西咸咸新区基础设施项目资金筹资的重要来来源。然而基础设施
项目引进民间资本本的融资模式有很多种,同时考虑到到基础设施项目在选择融资模
式时受到到社会效益、经济效益等多方面影响响因素的影响响,其融资模式的选择并非
易事。因此,如何科学合理地为西咸咸新区基础设施项目选择最佳融资模式是本本文
研究的重点。
本本文通过对基础设施项目融资相关理论及西咸咸新区基础设施建设概况和和融资
模式的研究,构构建了西咸咸新区基础设施建设项目融资模式的选择框架架。根据项目
区分理论把西咸咸新区基础设施项目分为非经营性和和经营性基础设施项目,并分别
对西咸咸新区非经营基础设施项目和和经营性基础设施融资模式进行了分析析,筛选了
影响响经营性基础设施项目融资模式选择的指标标体系,并通过采用层次分析析与灰色
综合评价相结合的方法建立了西咸咸新区经营性基础设施项目融资模式的选择模
型,最后以朝阳污水处理项目为例进行了实证分析析,得出其最佳融资模式。
通过对西咸咸新区基础设施项目融资模式的研究,为西咸咸地区管委会在对基础
设施项目融资模式选择时提供借鉴和和参考意见。另外,本本文还对朝阳污水处理项
目的关键环节进行了分析析,在关键环节分析析中重点对项目公司的能力力进行了评价,
其评价结果果为政府在选择其项目合作公司时提供了比较科学的依据。

ABSTRACT
With the establishment of xixian new district, in order to develop xixian new
district, we must make strive to improve the highway, railway, subway transportation
network and other infrastructure projects. However, infrastructure investment is huge;
the traditional dominated by government and bank loan financing mode cannot satisfy
the demand of infrastructure construction of xixian new district, and since the reform
opening up, with the orientation of reform of market economy in our country, has
created a large number of social wealth and gathered a large number of private capital,
