在能源和环境两个硬约束下,我国发展新能源汽车是的必然选择,也是我国未来交
通问题的必然解决方案。论文通过分析了我国新能源汽车产业发展现状,并从我国现在
促进新能源汽车产业发展的财税政策存在问题入手,借鉴日本、美国、德国发展新能源
汽车的实践和经验,提出新能源汽车发展需要在产业投资引导、技术创新、示范运营等
方面的财税政策支持。
本文首先从发展新能源汽车产业的背景和意义入手,分析了我国新能源汽车发展的
现状,总结了我国发展新能源汽车产业的意义。并且列举了日本、美国、德国在发展新
能源汽车的财税政策的实践经验,思考我国新能源汽车发展的借鉴意义。提出我国在发
展新能源汽车财税政策方面的思路和建议。在产业规划、科技创新、人才引进、技术引
进、产业联盟、示范运行和政府采购方面提出相应的财税刺激政策建议,以推动我国新
能源汽车产业迅速、健康的发展。

Abstract
Hard constraints in both the energy and the environment, China's development of new
energy vehicles is an inevitable choice for China's future traffic problems, the inevitable
solution. Through analysis of the development status of China's new energy automotive
industry, and fiscal policies to promote the development of new energy automotive industry
from China is now the problems start to learn from practice and experience of the
development of new energy vehicles in Japan, the United States, Germany, proposed the
development of new energy vehicles need to industrial investment guidance, support
technological innovation, demonstration and operation of fiscal policy.
