摘要
汽车牌照识别系统是近几年发展起来的基于图像处理和字符识别技术的智能化交通管理系统。它是智能交通系统的关键技术之一,是在交通监控的基础上,引入计算机信息管理技术,采用先进的图像处理、模式识别和人工智能技术,通过对图像的采集和处理,获得更多信息,从而达到更高的智能化管理。由于牌照拍摄场景的复杂性以及车牌位置和图像的不可预知性,车牌定位系统一直都未做到令人满意,所以车牌定位一直是这个领域研究的热点。具有很高的经济价值和实用价值。
本文对车牌识别相关技术进行研究,主要工作包括:
首先,本文论述了汽车牌照识别的主要应用技术和现阶段的发展动向,简要介绍了车牌识别系统软件设计要求,对图像处理处理技术中的图像分割理论和方法进行了讨论。
其次,对如何在复杂的环境、天气等因素下获得较为清晰的图片,采取了的动态的图像获取技术。由于图像受到诸多因素的影响、出现模糊、歪曲、缺损、粗细不均匀等显现,这样会大大影响车牌区域分割与字符识别工作,所以图像识别之前必须等原始图像进行预处理。

Abstract
Automobile license plate recognition system is developed in recent years based on image processing and character recognition technologies intelligent traffic management system. It is intelligent transportation system one of the key technologies in the monitoring of traffic on the basis of the introduction of puter information management technology, the use of advanced image processing, pattern recognition and artificial intelligence technology, by the collection and processing of images, more information , so as to achieve a higher intelligent management. Scene license because of plexity of the position and image plates, as well as the unpredictability of the plate positioning system had not been achieved satisfactory, positioning plates has been a hot research field. Have high economic value and practical value.
    This paper plates to identify relevant technology research, main functions include:
First,This article discusses the main applications of vehicle license plate recognition technology and stage of development trends outlined license plate recognition system software design requirements, processing technology in image processing theory and method of image segmentation are discussed
Second,how to get clearer picture plex environment, the weather and other factors has taken a dynamic image acquisition technology. The images are affected, blurry, distorted and defects, such as uneven thickness show, it would great
