娄底市娄星区水务管理现状分析与改革措施研究

摘要
我国是水资源短缺的国家,水资源已成为我国经济社会可持续发展的重要制
约因素。我国的水资源状况,客观上要求对水资源进行优化配置,而水资源的优
化配置必然对水资源的管理体制提出要求。在我国,不少地方的水务管理仍然是
多部门分割管理,造成管水量的不管水质,管水源的不管供水,管供水的不管排水,
管排水的不管治污,管治污的不管污水回用。只有进行水务管理改革,才能保证
水资源的可持续利用,才能从根本上实现水资源的优化配置和科学管理,为社会
与经济可持续发展提供水资源保障。
本文运用循环经济、市场失灵、科斯定理、系统科学等理论,从管理学的角
度探讨实行水务管理体制改革的必要性。以湖南娄底市娄星区为个案,分析娄星
区水资源现状及其管理体制、水价、水权等方面存在的问题,通过对国内外水务
管理先进经验进行归纳总结和对比分析,理清水务管理体制改革的思路,并结合
娄星区的实际情况,对水务管理改革从行政管理体制、市场化运行机制、法律法
规制度建设等方面进行了系统研究,政府改革方面提出了职能部门重新划分与机
构设置,水价改革方面探索了城市阶梯水价改革,提出了娄星区阶梯水价实施方
案,从政治、经济、文化、法律、科技等多方面对水务管理改革进行了探索,为
水务管理体制改革提供可行的方案和建议。

ABSTRACT
China is a country with water shortage and water resources has e an
important constraint factor of sustainable development of economy and society.
Current situation of water resources requires the optimal distribution and scientific
management of water resources. Current fragmented water management takes apart of
water quantity, quality, source, supply, drainage, treatment and sewage recycling
within different government agencies. According to the ings of current water
management system, use for reference from advanced experience of water affair
management at home and abroad. The author proposed that only water resources
administration management department fulfills anic entirelized management for
the all water affairs, that include the flood proofing, waterlogging drainage, water
storage, water supplying, water using, water saving, drainage, waste water procession
and reusing, Only to reform existing water affair management institution can
guarantee sustainable utilization of water resources, then water resources optimum
disposition and scientific management may be able to realize and water resources
supply may be able to guarantee the social economy development possibly
continuous.
