代建制项目的投资管理研究
摘要
对于政府投资建设项目传统体制已经无法适用现代项目管理的要
求,实行代建管理已经越来越普遍。作为体制改革的重点,政府投资代
建项目的管理问题日益受到社会和公众的密切关注。
本论文从代建制项目现状入手,对代建制的制度及管理模式进行分
析,总结了代建制项目的实施流程。整理和分析了投资控制的相关理论,
确定了在代建制项目的管理中,投资控制是关键,并提出对政府投资代
建项目的全过程投资控制分三个阶段的方法:1、项目的前期投资控制,
在本节中主要讨论项目的决策和设计阶段的投资控制,重点在设计阶段
提出通过价值工程理论进行限额设计的投资限额分配的方法;2、项目
实施阶段投资控制,主要总结项目实施中的招投标和施工中的具体投资
控制方法,重点讨论了通过博弈理论来解决代建制项目中的使用单位变
更的问题;3、项目结尾阶段主要提出代建制项目的结算方法和流程及
保修处理等。
本论文来源于实际代建项目的经验总结和提炼,经研究后形成本论
文的方法体系,并以无锡市某代建项目实例进行投资控制方法的实践检
验,同时在其他代建项目中有效的应用,所以在建筑行业中对于有效控

ABSTRACT
Traditional system of government investment in construction projects
has been unable to meet the requirements of modern project management.
As the focus of the reform, construction management is ing more
and more popular, government investment projects on behalf of the
management problems have e an increasing concern and the public
closely. This thesis starting from the current status of Construction Agent
System project, Analyzes Construction Agent System and management
mode and sum up the implementation of Construction Agent System
process. Confirm that investment control is key point in Construction
Agent System project management. Clean up and analyze the relevant
investment control theory. Bring up method on investment control in
whole process of government investment projects on behalf of the that is
separated into three stages: 1, pre-investment projects control, in this
thesis focuses on the project design phase of decision-making and
investment control in the design stage through the theory of value
