论科学发展观与中国共产党执政规律

摘要

科学发展观是党在新世纪新阶段如何为人民执好政的根本执政理念和执政方略。科
学发展观的提出,既是党领导中国特色社会主义建设和发展能力提高的具体体现,又是
加强党的执政能力建设的重要成果。树立和落实科学发展观,要以邓小平理论和“三个
代表”重要思想为指导,遵循共产党执政规律,实现我们党立党为公、执政为民的根本
要求。我们在深入思考我们党的长期执政及我国历史中关于执政的正反两方面经验总结
的基础上把科学发展观与党的执政问题紧密联系在一起,表明了我们对于党的执政规律
的认识已经上升到了一个新的高度。认真研究和探索党的执政规律与科学发展观的密切
联系,有利于我们党的执政能力建设的不断加强,始终保持我们党的先进性,有利于我
们党的执政地位的巩固,促进我们党的活力和凝聚力的增强,有利于我们对于科学发展
观的内涵的更充分的学习和研究,并用科学发展观的理论来指引我国社会主义事业的建
设。
为了深入贯彻落实科学发展观,科学认识和准确把握党的执政规律,有必要深入研
究和全面准确理解科学发展观与中国共产党执政规律,尤其要系统研究科学发展观对执
政规律认识的深化问题。基于此,本论文主要从中国共产党执政规律是一个重大的理论
与实践命题、党的历代领导集体对于党执政规律的探索和认识、科学发展观内含着新时
期党执政规律的基本点及科学发展观对党执政规律认识的深化四个方面,较为系统的阐
释了科学发展观与中国共产党执政规律,以期更好地在树立和落实科学发展观的实践
中,不断增强党的执政能力,并通过提高党的执政能力,不断推进科学发展观的树立和
落实。

Abstract

Scientific Outlook on Development is the basic strategy and governing philosophy of
munist Party of China in this new century. It shows both the capacity of the
Communist Party of China(CPC) on constructing the Socialism with Chinese Characteristics
and the results of munist Party of China (CPC) on strengthening the ability of ruling.
Deng Xiaoping Theory and “three Represents" must be the guide of establishment and
implementation of the Scientific Outlook on Development. And we must obey the governing
law of munist Party of China (CPC) and achieve the goal that the party is built for
the public and it exercises state power for the people. When we think about that our Party
will govern for a long time and there were plenty of experience on both positive and negative
for us to learn, we join the Scientific Outlook on Development and the governing law
together. This could show that our Party have had a newer and higher realization on
governing a country. It can make the governing capability more strong to learn and study the
contact of governing law and the Scientific Outlook on Development
