内容摘要
在经济全球化的背景下,人民币汇率的变化影响的不仅仅是中美的经济贸易,而且在一定程度上影响到了两国之间的关系,人民币升值已经被政治化了。中美针对人民币汇率争论的实质内容是中美两国之间的大国政治博弈: 美国政府基于其国内政治形式和经济压力,把国内矛盾通过人民币汇率制度的问题的形式转移到对中关系上,谋求在中国汇率制度改革中施加对自己有利的影响; 而中国政府则基于国内经济结构调整的艰难、维护稳定政治经济环境的需要和对渐进式改革政策的偏好等原因,力图按照自己的时间表进行人民币汇率形成机制改革。

Abstract
RMB exchange rate changes affect not only in the context of economic globalization, China-US economic and trade, and to some extent on the impact on the relations between the two countries, the appreciation of the renminbi has been politicized. China and the United States for the substance of the controversy of the RMB exchange rate is the country's political game: the . government is based on the forms of domestic political and economic pressure, the internal contradictions through the issue of the RMB exchange rate regime in the form of transfer of relations between the two countries, seeking the favorable impact; applied in China's exchange rate reform and the Chinese government based on the domestic economic restructuring difficult, the need to maintain a stable political and economic environment and progressive reform policy preferences reason, trying to follow its own timetable RMB exchange rate formation mechanism reform.

美国会参议院在2011年10月11日以63票赞成、35票反对的投票结果,通过了《2011年货币汇率监督改革法案》。该法案将操纵汇率与贸易补贴绑定,要求美政府调查主要贸易伙伴压低本国货币币值而为本国出口提供补贴的行为,并对其出口产品征收惩罚性关税。该法案将矛头直指人民币汇率,以“惩罚”所谓中国操纵汇率的行为。也有舆论分析认为此案有可能不被美国众议院通过和白宫签署,但美国国会参议院投票通过,势必或已经造成不利于中美关系长期战略的影响。
