期存在,这些都成为了贵州发展文化旅游产业良性发展的制约因素。
通过对国内外发展文化旅游产业的经验进行综合分析和比较,作者认
为贵州在进行文化旅游发展创新区的建设过程中,做好顶层设计,即从政
府宏观调控层面制定好政策、完善相关法律法规、加强区域整合、提升竞
争力;加强信息化建设、打造文化精品;运用现代科技管理和推广等等。
同时应当吸取经验教训,避免重蹈国内外发展文化旅游经济过程中重大失
误的覆辙。贵州在建设文化旅游发展创新区过程中,一方面能使独特的文
化旅游资源得以有效开发和利用,丰富文化旅游产品,提升产业影响力,
促进旅游产业与贵州经济社会同步发展;另一方面在发挥文化旅游经济效
益的同时,科学进行统筹和规划,做到合理高效开发,制定制度、采取措
施,使自然环境和民族文化得到有效保护,保障旅游经济健康可持续发展。
本文首先立足于对贵州本土旅游文化发展进行梳理,其次着眼于对第
二轮西部大开发和国发2号文件对贵州发展文化旅游产业产生的政策影响
进行分析,并结合贵州当前着力推进城市化和工业化进程,大力发展旅游
产业,探索建立文化旅游发展创新区等开展研究,希冀通过研究尝试对本
土旅游经济发展做出一些积极的探索。但囿于个人能力水平的局限性,加
之时间仓促和经费不足等原因,本文偏重于定量分析,对整个问题的研究
尚不够全面,略显不足。

ABSTRACT
Decades since the new century, the momentum of reform and opening
up promote continuously sustainable and rapidly development of
Chinese economic society. munist Party of China in the report
of the seventh session of the Sixth Plenary Session proposed series
policies: insisting on deepening reform for cultural system,
innovating concept of cultural development, obtaining further
development of cultural productivity, comprehensively promoting
