摘要
城市建设是城市化的载体,是衡量城市经济和生活水平的重要标志。而长期以来,我,加快城市建设步伐对我国经济、社会的发展都有着长远的战略意义。由于我起点低、底子薄,因此要想要赶上国际城市化进程,需要有大量的资金作为物质保障,于是如何筹措资金以有效的支持我的快速发展成为困扰我国城市建设的难题之一。本文希望通过研究城市建设各种融资方式,结合江苏省镇江市城市建设资金筹措实例,提出在解决城市建设资金筹措方面具有指导性和操作性的方案。
本文介绍了以镇江为代表的我国城市现阶段的城市建设融资的形式和模式,并通过运用商品价值论原理、项目区分理论、公共产品理论和经营城市理论,综合采用案例分析法、比较分析法和统计分析法对现阶段的融资形式和融资模式进行分析,最终得出要突破制约我国城市建设融资的瓶颈,就必须要政府开源节流,增加城市建设资金的直接投入;必须要充分发挥市场机制,充分调动民间资本参与城市建设的热情;必须挖掘城市现有存量资产,使之产生效益;必须注意风险的控制,量力而为,防止在建设中资金链突然断裂。

ABSTRACT
Urban construction is the carrier of urbanization, and is an important symbol to measure the economy of the city and the level of life standard. The long process of urban construction in China has lagged behind in economic development, so accelerating the pace of urban construction has a long-term strategic significance on China's economic and social development .Because of the low starting point and weak economic foundation of China's urbanization level, we need large amount of capital as material security to catch up with the process of international urbanization. So how to raise funds in order to support the rapid development of urbanization in our city construction effectively es one of a confusion of the urban construction in our country. Taking the city of Zhenjiang, Jiangsu Province for example, this paper aims to study a variety of ways of financing in urban construction.
