1)starting:system of entry (recruitment and selection)
2)through:management of the employment relationship
(Reward, appraisal, development, industrial,
Relations, grievance and discipline)
3)finishing:termination of the relationship
(Retirement,resignation,redundancy and
Dismissal)

Welfare Personnel (concerns with the provision of schemes, dealing with unemployment, sick pay and subsidized housing for employees)
Personnel Administration (concerns with recruitment, discipline, time keeping, payment systems, training and keeping personnel records)
Personnel Management (concerns with a wider range of services: salary administration, basic training and advice on industrial relations but the main focus was at the tactical rather than the strategic level)
