党的十七大报告强调指出,要“坚持把发展现代农业、繁荣农村经济作为首要任
务。”发展现代农业,顺应我国经济发展的趋势,是促进农民增加收入的基本途径,
是提高农业综合生产能力的重要举措。
我国现代化建设的基本内容包括农业现代化。呼和浩特市是内蒙古自治区的首
府,是全区政治、经济、文化和商业的中心,农业发展水平与第二、第三产业相比相
对落后,通过推动呼和浩特市现代农业的发展,对提高农业生产率,增加农民收入,
实现呼和浩特农业可持续发展具有重要意义。
本研究以现代农业理论为基础。首先从呼市总体实力、能源资源、科学技术、农
业机械化水平等方面分析了呼和浩特市发展现代农业的优势,并且探讨了呼和浩特市
现代农业发展所取得的成就与存在问题
其次从定量角度深入了解呼和浩特市农业发展现状。本文从现代农业的内涵出
发,构建了由 6 项一级指标,共计 21 项二级指标构成的呼和浩特现代农业评价指标
体系,从纵向和横向两个层面对呼和浩特市现代农业发展水平进行了全面评价,并得
出呼和浩特市现代农业已经进入了发展阶段的结论。
最后,针对存在问题,笔者提出了呼和浩特市现代农业的发展方向应该是循环农
业和休闲观光农业;发展呼市现代农业的对策是加大设施农业建设力度,提高农牧业
综合生产能力,加大农业科技推广力度,加强农业基础设施建设,稳定并完善农村土
地承包经营权制度,落实好各项强农惠农富农政策。

Modern Agriculture in Hohhot
Abstract
Report of the Seventeenth Party Congress stressed that the building of new socialist
countryside, the development of the modern agriculture and the prosperity of the rural
economy are the top priority. Promoting modern agriculture construction and conforming
the objective trend of chinese economic development are the basic way to increase the
farmers’ e and the important measure to improve the agricultural production
capacity.
Agricultural modernization is the basic content of China’s modernization. Hohhot is
the capital of the Inner Mongolia autonomous region, and it is the political, economic,
cultural mercial center here. Comparing with the second and the third industry,
agricultural development’s level is relatively behind. The promotion of modern agricultural
development of Hohhot is of great significance by increasing agricultural production level
to increase farmer’s e and realize the sustainable agricultural development.
Based on the previous research, this study will use modern agriculture theory as
