【摘要】长期以来,中小企业的发展在我国国民经济建设中发挥了重要的
作用,但是它的发展却受着资金的制约,解决中小企业融资难的问题已经
迫在眉睫。因此要对我国中小企业融资中存在的问题及其成因进行剖析
并制定出相应的措施。本文对中小企业融资现状和融资困难的原因,分
别从国家宏观政策、金融体系、企业自身素质三个方面进行分析,得出我
国中小企业的社会金融体系不够完善、信用担保不成熟、中小企业信息
不对称、自身体制不健全、信用度低等都是造成中小企业融资困难的主
要因素。并在借鉴国外经验的基础上,结合我国国情,提出要从中小企
业自身抓起,切实提高企业总体素质,同时加速建立多层次、全方位、
完善的中小企业融资支持体系和健全的经营机制,改善中小企业融资的
宏观政策环境,才能保障中小企业健康快速的发展,促进我国国民经济
的发展。

【Abstract】:For a long time, small-medium sized enterprises have played
important roles in development of national economy construction. However,
there are many factors restraining development of small-medium sized
enterprises in China, specially financing bottle-neck. It is necessary to settle

to solve the financing problem. First, we should analyze the financing
problems of small-medium sized enterprises and make corresponding
steps. This paper mainly analyze the presenting conditions and the causes of
financing plight from the following three aspects: National macro-policy、
Financial system、quality of the enterprises itself, then e to the
conclusion. They are the principal factors which make the small-medium
sized enterprises hard to finance, such as the imperfection social financing
system、immaturity of credit warranty、asymmetric information of the
enterprises、unsound system of enterprises themselves、the low credits and
so on. On the bases of benefiting from foreign experiences and fundamental
realities of our country, we will get down to improve the quality of their
own. At the same time, we also accelerate to build multi-levels,
all- dimensional, perfect supportive financing system and improve the
macro-policy environment. In this case, we can ensure the quick and
healthy development of small-medium sized enterprises and even our whole
national economy.
