县域经济发展中地方政府的行政职能转变研究
——以繁昌县政府为例

摘要

党十六大的报告首次提出“壮大县域经济”。县域经济是指在县级行政区
划的地域内统筹安排和优化经济社会资源而形成的开放的、功能具备的、
具有地域特色的区域经济,是国民经济的基本单元。县域经济的发展,首先
直接关系到农业产业化发展,进一步牵涉到惠及民生的“三农”问题。其次,县
域经济发展的成果影响到其下属的乡镇的发展状况。再次县域经济的发展可以作
为统筹城乡经济社会发展的切入点。
本文将理论与实证相联系,从小案例出发,通过聚焦繁昌县经济发展进程,
分析了县域经济发展的重要性,并通过对地方政府行政职能的解读,将两
者结合起来重点探讨了后者对前者的促进作用、后者自身的转变问题,说
明现代经济的快速发展对政府行为的挑战和影响是深刻的,是对现有政府
行为的传统性、保守性、非科学性的挑战。政府行政环境的变化,行政职能
也需要进一步转变和完善。最后展望地方政府行政职能的发展趋势,并进一
步提阐述电子政务在当今地方政府行政职能中发挥的积极作用。

Abstract

The report of 16th national congress of CPC firstly puts forward the policy of
“boosting county economy”. County economy, a basic unit of national economy,
means regional economy that prehensively arranged and optimized economic
and social resources within county-level administrative division with open,
well-function and regional characteristics. Firstly, it has a direct impact on agricultural
industrialized development, it will further involve or even be favorable to the
problems of “agriculture, rural areas and famers”. Secondly, county economy
development will affect the development condition of its subordinate towns and
villages. Thirdly, county economy development can be regarded as the point to
comprehensively administrate economic and social development in rural and urban
areas.
By means of giving cases and centering on economic development process of
Fanchang County, the bines theory with examples to analyze the
importance in boosting county economy and explain local government function. The
combination mainly studies the following issues that the latter has an positive impact
on the former and the latter changes its function, all those demonstrates that rapid
development of mod
