目前,我国社会总体上是和谐的。但是,突发公共事件特别是突发地质灾害
事件已经成为危害人民生活安全、影响经济发展和社会稳定的不和谐音符。加强
突发事件应急管理对于构建和谐社会具有十分重要和紧迫的意义。三峡库区地质
灾害频发,种类繁多,随着经济的快速发展和社会财富的持续增长,库区自然环
境破坏日益严重,伴随着库区城镇化进程的不断加快,区域内面临着人口、生态、
环境等一系列新问题:各种地质灾害交叉出现,同步叠加,灾害带来的损失和危
害进一步上升,严重威胁老百姓的生命财产安全和社会稳定,地质灾害已成为制
约库区经济社会持续快速发展与和谐稳定的重要因素。地质灾害属于突发事件的
一种,具有不可预测性、时间性、紧急性、偶然性等特点,具有很强的破坏性和
不可抗拒性。尽管绝大多数地质灾害的发生不可避免,但随着科学技术的不断进
步,人类对地质灾害的形成机理与演变机制了解的继续深入,特别是我国在长期
的防灾、备灾、减灾实践中,已经逐渐形成了一套相对成熟的地质灾害应急管理
机制。但是相比其他发达国家以及我国构建和谐社会的取向而言,还存在许多不
足之处。本文首先对三峡库区地质灾害的类型、特征、成因作了简要的概述,然
后探究了强化库区地质灾害应急管理的必要性,在对库区地质灾害应急管理取得
的成绩及存在的问题进行分析的基础上,最后提出了进一步完善三峡库区地质灾
害应急管理的思路与对策。

Abstract
At present, society of China as a whole is harmonious. However, the sudden
public events, especially sudden geological disasters have e one of the most
inharmonic factors to endanger people's lives. It’s exceedingly important and of great
significance to enhance the emergency management for the construction of a
harmonious society. With the rapid economic development and sustained growth of
social wealth, the natural environment is worse and worse within the area. With the
increasing continuation of urbanization, the region is facing such a series of new
problems as the population, ecology, the environment. For example, the intersection
of a variety of geological disasters happened at the same time. It is a serious threat to
people's lives and property security and social stability, also it has e a
constraint for a sustained, rapid economy and social stability in the reservoir area.
Geological disasters is a kind of unexpected event, with the characteristics of
unpredictable, strong destructive and irresistible.
